Tomorrow I was planning to commit some enhancements to CliBuilder.
These were originally done when the release of Commons CLI 1.2 looked
stalled and used JOptSimple under the covers. I have now backported
them to use Commons CLI. I believe the changes provide a superset of
the existing behavior but would like any feedback to the contrary
so that I can avoid any regressions.

Main enhancements:
* ability to have short options greater than one character
* ability to have a long option with no short option
* ability to supply header and footer lines to the usage message
* improved javadoc
* a few convenience hooks when creating options using underlying API
* Roshan already applied a fix for a pluralization bug when an
 option ended in 's'

I'll send another email and a Jira pointer once I commit tomorrow.
