DB2 hanging on JPALockTest and CMTTest

DB2 READ_COMMITTED blocks when reading updated data. This causes JPALockTest and CMTTest to hang.

The fix is to override Dialect.doesReadCommittedCauseWritersToBlockReaders() to return true.
